Justice Minister Harshana Nanayakkara announced yesterday that armed security personnel will be deployed inside Court premises under special circumstances. Speaking in Parliament, Minister Nanayakkara responded to a question by SLPP Kalutara District MP Rohitha Abeygunawardena, acknowledging that current regulations prohibit armed guards from entering courtrooms. However, he assured that the government is taking immediate measures to enhance security, especially when high-risk accused individuals are brought before the Courts.

Discussions will be held with the Judicial Services Commission, the Police, and the Prisons Department to finalize security protocols. These steps aim to protect all stakeholders in the judicial system while maintaining the integrity of legal proceedings.

Amendment to Criminal Procedure Code

In a significant move, Minister Nanayakkara announced an amendment to the Code of Criminal Procedure, allowing special-category prisoners to provide evidence through video conferencing from their respective prisons. This amendment has already been prepared and submitted to the Cabinet for approval.

“This technology can improve access to justice and reduce the need for prisoner transport,” he emphasized. The implementation of virtual testimony will streamline legal proceedings and minimize security risks associated with transporting high-profile criminals.

Once adopted, these amendments will also enable courts to obtain evidence from witnesses residing in foreign countries. The Minister stressed that incidents like the Hulftsdorp shooting can only be prevented through such proactive security measures.

Furthermore, he acknowledged that underworld activities pose a serious threat to prison officers. Therefore, the government is giving full attention to ensuring their safety, reinforcing security measures both inside and outside correctional facilities.
