Former Minister Mahindananda Aluthgamage’s request for anticipatory bail was rejected yesterday (May 19) by Colombo Chief Magistrate Thanuja Lakmali. The court ordered that the former Minister be remanded until May 26, marking a significant development in the ongoing investigation into the 2021 substandard organic fertiliser import scandal.
Aluthgamage, who appeared before the Colombo Magistrate’s Court following the issuance of an arrest warrant on May 16, was denied bail after both the prosecution and defence presented their arguments. The case revolves around the importation of low-quality fertiliser from a Chinese supplier during his tenure.
The Commission to Investigate Allegations of Bribery or Corruption (CIABOC) has been actively probing the scandal. Investigations revealed that a former Additional Secretary to the State Ministry of Agriculture—arrested on April 28—had authorised the reopening of suspended Letters of Credit (LCs). This facilitated a US$ 6.9 million payment, equivalent to 75% of the shipment’s value, despite the product being substandard.
This financial mismanagement led to a massive loss for the Sri Lankan government, raising public outrage and scrutiny over ministerial responsibilities and procurement practices. The court’s decision to remand Aluthgamage underscores the judiciary’s stance on accountability and transparency.
